The City of Ottawa is looking at changes to its community improvement programs to increase affordable housing

The City of Ottawa is considering plans to reform tax incentives that encourage developers to add affordable housing in new construction or renovations.

A report prepared for the upcoming Corporate and Financial Services Committee outlines proposed changes to Community Improvement Plans (CIPs) that have been discussed in the past.

In this report, municipal staff propose changes to the CIPs to increase access to housing, especially affordable housing, a priority for the current council.

The first step would be to create an affordable housing CIP. The plan, called a "Community Improvement Project Area," covers the entire city, unlike more targeted CIPs like those on Montreal Road or Airport.
