Sask. doctor facing professional charges in circumcision case

A Saxon doctor has been charged with unprofessional conduct after a high-cost adult circumcision procedure that included asking patients to send unsafe photos of their genitalia after the procedure.

Last week, the College of Physicians and Surgeons of Saskatchewan, which oversees the practice of medicine in the province, laid three charges against Dr. Amit Mulla. The hearing has not yet been scheduled.

Mulla's office declined to comment on the case when contacted Friday.

The charging document alleges that an unidentified man approached Mollah in August 2022 for advice on circumcision to deal with a medical problem related to his foreskin.

It is alleged that the doctor gave the man's mother misleading or incorrect information about whether public insurance would cover the cost of the procedure and that the doctor referred the patient to another surgeon who could perform the procedure under public insurance. He did not refer.

The document adds that Mulla charged the patient $1,795 for the circumcision, calling the amount "unfair and/or excessive."

The doctor scheduled the patient for surgery, but the patient allegedly received no follow-up care. According to the document, the patient was told to send photos of his penis to the doctor via SMS.

"(Molla) asked or allowed (the patient) to send him unedited photos of his penis via text message, not through secure or private communication methods, after the operation, to check the recovery process."

"(Molla) did not take sufficient precautions to ensure privacy and appropriate handling of images to protect patient privacy and confidentiality of personal health information."

The doctor also charged $1,795 for a separate oral procedure on the same day the patient was circumcised, according to the document.

This document states that the patient or his mother was informed about the oral procedure and its cost after the patient was anesthetized and in a "vulnerable" state. Other patients may also hear this conversation.

"The fee charged for a frenectomy (mouth operation) was unfair and/or excessive under the circumstances."

"You failed to comply with the College's rules and policies regarding uninsured procedures, including the requirement to consider a patient's ability to pay or the reasonableness of the cost of an uninsured service."
