The parents of a Thunder Bay woman who died are seeking justice after police failed to respond to 911 calls.

An Ontario police inspector is investigating the death of 21-year-old First Nation woman Jenna Ostberg at a home in Thunder Bay after police failed to respond to a domestic violence call.

Thunder Bay police received a 911 call around 2 a.m. on Dec. 30, 2023, about domestic violence at a home on Ray Boulevard, but did not respond to the call, the Special Investigations Unit (SIU) said in a statement Wednesday.

The police supervisor also noted that officers received a second 911 call saying that the first call had been "canceled," prompting investigators to not go to the scene.

Then, a third 911 call was made from the same home, reporting that a woman had been found dead inside the home. Following this call, Thunder Bay police officers went to the location and found the woman's body.

Ostberg's parents said in an interview Thursday that police said their daughter died with a plastic wrap around her neck and that they believe it was a suicide. But her parents do not believe that their daughter committed suicide.

Ostberg's parents posted on social media Thursday criticizing the "insensitivity of the police response" to Aboriginal women and girls.
