Manitoba nurse found not criminally responsible for killing parents has licence to practice suspended
A nurse in the province of Manitoba who was not found responsible for the murder of her parents due to mental problems has had her license suspended. The College of Registered Nurses of Manitoba suspended Trevor Farley's license to practice after conducting a review in August 2024.
"Her practice certificate will be suspended until the Complaints Investigation Committee (CIC) is satisfied that her illness or mental disorder no longer prevents her from performing her nursing duties and is not a danger to the public," the final report said.
Farley, 40, had been working as a nurse since 2014. On October 27, 2021, he was charged with the first-degree murder of his mother, Judy Swain, and the second-degree murder of his father, Stuart Farley, as well as the attempted murder of Candace Skwark, a nursing supervisor at Haft Ogha Hospital.
At a trial held in 2023, Farley was acquitted due to mental disorder. In the days leading up to the crime, he was mentally unstable and had checked into a crisis response center and was supposed to be under mandatory supervision, but left before he could remain at the center.
He was found to be a high-risk defendant after his trial, with Judge Ken Champagne stating that his "conduct was so violent as to present a risk of serious physical or mental harm to others."
According to the order, Farley is being held in a secure treatment facility, and only a Supreme Court judge can overturn that detention.
"Farley's mental disorder is currently being treated in a secure treatment facility and security measures are in place to prevent him from leaving the facility and not being able to leave unaccompanied, pending a final decision by the court."
If the ruling is overturned, Farley can apply to have his license reinstated, but the decision must be approved by the Grievance Review Committee.
