University tuition for students outside Quebec will be doubled starting next year
The minimum tuition cost in Quebec for out-of-province students is currently set at $8,992. However, Pascal Déry, the Minister of Higher Education for the province, has announced that with the changes in place, this amount will increase to around $17,000. All the additional funds, essentially half of the new tuition fees beginning next year, will go to the Quebec government. This money, estimated to be about $110 million annually, will be used, in part, to support the French-language university institutions in Quebec.
Déry has stated that international students will also witness an increase in their tuition costs, with a minimum rate of around $20,000. However, out-of-province and international students who have already commenced their studies in Quebec will not be required to pay the additional fees.
Furthermore, Jean-François Roberge, the Minister of French Language, mentioned in a statement, "The measures announced enable us to recover money that is used to maintain, promote, and strengthen the French language within the university system."
English-language universities in Quebec, including McGill University and Concordia University in Montreal, as well as Bishop's University in the Lennoxville borough of Sherbrooke, Quebec, have a higher proportion of out-of-province and international students. More than 22% of the students who registered for the Fall 2022 semester at McGill University, approximately 87,000 students, are from other provinces and regions of Canada, and another 30% of students come from abroad. According to Concordia University, around 9% of its students are from the rest of Canada. The ratio of international students is 23%.
Déry has declared, "Thanks to this new pricing model, we have the necessary tools to take strong actions to promote the French language, raise the profile of the French-language university network, and encourage non-Quebec French-speaking students to attend our institutions."
