Quebec Minister of Housing Focuses on Solving Lease Transfer Problem
In a report by Montreal CTV, Françoise Durocher, the Minister of Housing for Quebec, attended a parliamentary committee session to discuss Bill 31. In a conversation with a legal expert, she addressed the issue of lease transfers and stated that it is not an appropriate solution to housing problems.
The Quebec Minister of Housing emphasized that lease transfers are essentially equivalent to transferring property from one person to another. Therefore, it is better to focus on addressing the factors that lead to rent increases. In reality, during lease transfers, rent increases occur, and this is universally disliked by tenants. Thus, the Minister of Housing believes that the emphasis should be on addressing these issues and reducing rents.
David Searle, a legal expert and housing law lecturer, responded to the Minister's statements by emphasizing that tenant advocacy organizations support any efforts that lead to rent reductions.
